On March 17, 2026, in Hanoi, Posts and Telecommunications Institute of Technology (PTIT) and the High-Tech and Innovation Park – Vietnam National University, Hanoi (VNU) announced a cooperation agreement to promote innovation, technology transfer, and the development of the startup ecosystem within higher education institutions
The collaboration aims to connect research centers and incubation facilities, leveraging each party’s technological strengths and resources to create a favorable environment for the formation and development of tech startups, while accelerating the commercialization of university research outcomes. This activity also aligns with the directives of Resolution No. 57-NQ/TW on breakthroughs in national science, technology, innovation, and digital transformation, which identifies science, technology, and innovation as vital drivers for rapid and sustainable economic growth in the new development phase.
In recent years, innovative entrepreneurship in Vietnam’s university environment has been boosted by various government policies. Decision No. 336/QD-TTg on the Program “Supporting Students in Entrepreneurship for the 2026-2035 Period” sets a target of at least 40 startup projects from lecturers and learners receiving support or investment connections each year, increasing to 70 projects per year in the 2031-2035 period. In this context, building connections among technical educational institutions, innovation centers, and research organizations is crucial to developing the university startup ecosystem.
Posts and Telecommunications Institute of Technology is a leading education and research institution in the fields of information technology, telecommunications, and digital technology. Meanwhile, the High-Tech and Innovation Park – VNU, along with the system of research units under Vietnam National University, Hanoi, stands as one of the country’s major training and research hubs, possessing a multidisciplinary research ecosystem and rapidly growing innovation centers.
The partnership between Posts and Telecommunications Institute of Technology and the High-Tech and Innovation Park – VNU is expected to strengthen links between technical universities and major research centers, thereby creating an enabling environment for tech projects to thrive.

According to the cooperation agreement, the two sides will jointly conduct scientific research activities and technology transfer, and support the commercialization of research outcomes within university environments, while developing incubation and acceleration programs for tech startups. Each year, both parties aim to incubate 5 to 10 technology spin-offs formed from university research results and startup projects.
Additionally, the two units will co-build an interconnected network of incubation hubs, experts, and investors to leverage the resources and experience of each organization, thereby improving the efficiency of support for tech startups. This connection is expected to help startup teams gain better access to markets, investment capital, and technology development opportunities.
At PTIT, the Innovation and Entrepreneurship Center (IEC) serves as the focal point for implementing activities that support the Institute’s innovation ecosystem, focusing on incubating tech projects formed from faculty and student research and connecting them with enterprises and investment funds. Currently, PTIT is implementing a startup project support program in accordance with the Government’s Decree No. 268/2025/ND-CP.
Through the P-Innovation program for finding innovative products, IEC has collaborated with laboratories and lecturers over the past 5 months to incubate 31 student startup ideas, developing them into business models across various tech sectors. Many projects have finalized their products and are conducting market testing. Concurrently, the center is also supporting 5 tech projects derived from faculty research toward commercialization.
According to Dr. Do Trung Anh, Director of the Innovation and Entrepreneurship Center, the majority of startup projects at PTIT are formed from scientific research topics or technology training programs. The center plays a supportive role in helping teams refine their products, develop business models, and bring technology to market step by step.
Through this cooperation, PTIT and the High-Tech and Innovation Park – VNU hope to contribute to forming a collaborative network among universities, incubation facilities, and innovation support organizations, thereby paving the way for technology projects to evolve from the research environment into the tech enterprises of the future.
